Five Conditions Apply To Wiping Over The Socks

1) Wear The Socks In The State Of Wudu:

Narrated `Urwa bin Al-Mughira (May Allah be pleased with him): My father said, “Once I was in the company of the Prophet (May peace and blessings of Allah be upon him) on a journey and I dashed to take off his Khuffs (leather socks). He ordered me to leave them as he had put them after performing Wudu. So he passed wet hands over them.

2) That The Socks Must Cover Over The Ankles

 3) That The Socks Should Be Pure And Free From Any Impurity. If They Are Impure Then It Is Not Permissible To Wipe Over Them

 4) The Portion To Be Wiped Is The Top Of The Socks:

‘Ali (ibn Abi Taalib) (May Allah be pleased with him) said, “Were this religion based upon intellect, the bottom of the Khuff would have more right to be wiped than the top part, and (yet) I saw the Messenger of Allah (May peace and blessings of Allah be upon him) wipe over the top of his khuffs.”

5) The Length Of Time In Which One Can Wipe Over His Socks:

It was narrated that Shuraih ibn Hani’ (May Allah be pleased with him) said: I came to ‘A’ishah and asked her about wiping over the Khuff (leather socks). She said, “You should go to (‘Ali) ibn Abi Talib and ask him, for he used to travel with the Messenger of Allah (May peace and blessings of Allah be upon him).” So we asked him and he said, “The Messenger of Allah set a limit of three days and their nights (i.e., three nights) for the traveller, and one day and night for one who is not travelling (i.e. a resident).”
